Constitution

1. Name

The Association shall be called the Nottinghamshire Schools’ Football Association.

2. Objectives

(a) To promote Association Football in its schools for the mental, moral and physical development of the pupils.

(b) To help teachers’ charities and other such charitable organisations to such an extent as shall be recommended by the Annual General Meeting.

(c) The Association shall be affiliated to the English Schools’ Football Association and shall be constituted in accordance with the rules laid down for ‘a properly constituted Association’ as in the General Rules of the English Schools’ Football Association.

(d) The Executive Council shall control its finances which shall be used solely for the objectives stated.

3. Membership and Fees

(a) Membership of the Association shall be open to all Schools’ Football Associations within the County. Associate Membership shall be made available to individual schools where no Local Association exists.

(b) Membership shall be subject to the approval of the Executive Council.

(c) All Local Associations and Associate Members shall pay a subscription to be determined at the Annual General Meeting.

(d) All subscriptions must be paid on or before 30th September. If any Local Association or Associate Member has not paid by 30th September, then affiliation is at the discretion of the Executive Council.

4. Officers

The Association shall be governed by an Executive Council consisting of Chairman (Vice Chairman of the previous year), Vice Chairman, Honorary Secretary, Honorary Treasurer, two Honorary Assistant Secretaries and the Team Manager from each of the County representative sides.

5. The Committee

(i) The Committee shall consist of the Officers of the Association and :-

(a) 3 representatives from each affiliated All Age Association

(b) 2 representatives from each affiliated Secondary Association

(c) 1 representative from each Primary Association

(d) The Association’s representative on the Nottinghamshire FA Council.

(e) The Area D representatives, who sit on the Council of the English Schools’ Football Association, shall be ex-officio members of the Committee.

(f) A member of the Nottinghamshire FA Youth and Shields Committee shall become an ex-officio member of the Committee.

(g) The Committee shall have the power to co-opt.

(ii) The Committee shall have the power to bestow Life Membership.

6. Annual General Meeting

The Annual General Meeting of the Association shall be held before July 15th.

7. Extraordinary General Meeting

An Extraordinary General Meeting shall be called at the request of :-

(a) The Executive Council

(b) Three affiliated Local Associations

8. Alteration of the Rules

No Rule may be altered except at the Annual General Meeting or at an Extraordinary General Meeting called for the purpose. At least 14 days notice must be given to the Honorary Secretary of any proposed change of Rule.

9. Voting powers – applying to both Annual and Extraordinary General Meetings

(a) Each Officer and Committee Member – 1 vote

(b) Each Secondary Association – 2 votes

(c) Each Primary Association – 1 vote

10. Financial Arrangements

Local Nottinghamshire Schools’ FA Associations affiliated to the County body may apply for financial aid if they are facing real financial problems. All requests for aid must be accompanied by an audited copy of the previous season’s balance sheet and an updated account of their financial status at the time of the request.

11. Dissolution

In the event of the Association being dissolved, the Council shall realise all property and assets and call in all the monies due to the Association and after the discharge of all liabilities, hand the surplus to such charitable institutions or charities as shall be determined by the Annual General Meeting or a Meeting called for the purpose.
